Delhi Master Plan 2047 Prioritises 5G, Optical Fibre Networks and AI-Powered Digital Infrastructure

The plan also focuses on cybersecurity, data centres and wider fibre connectivity, building on Delhi’s 2026-27 Budget initiatives for semiconductor and drone policies. 

The Delhi Master Plan 2047, notified on August 20, 2026, sets out an expanded digital infrastructure framework covering 5G networks, optical-fibre connectivity, smart poles and integrated command-and-control centres.

The plan proposes deploying artificial intelligence (AI) for traffic prediction, dynamic management of public transport fleets and parking facilities. It also seeks to provide real-time commuter information and coordinate multiple transport modes through app-based platforms.

Under the digital infrastructure framework, local authorities may establish unified command-and-control centres to support emergency response. Public spaces are also proposed to have smart poles fitted with CCTV cameras, sensors and public information systems.

The Information Technology department has proposed an integrated technology and innovation zone focused on AI, semiconductor development, drones, startups, digital governance and advanced computing. The proposal includes 25-30 acres for a semiconductor and electronics ecosystem, 10-20 acres for a drone innovation and testing ecosystem, 5-10 acres for a DISHA innovation hub and 1-2 acres for a state data centre and AI infrastructure, resulting in an indicative combined land requirement of 41-62 acres.

The master plan builds upon Delhi’s 2026-27 Budget, which allocated Rs 10 million each for the development of a Semiconductor Policy and a Drone Policy.

The plan also emphasises cybersecurity and compliance with global standards for wireless and broadband networks. Data centres will be allowed in industrial areas, while provisions for optical-fibre space or ducts will be considered along roads with a right-of-way of 12 metres or more, subject to feasibility.
