BSCL Plans to Monetise Idle Optical Fibre Network Through Leasing Model

The tender is open to experienced operators, with allocation based on a competitive bidding process that gives priority to the highest bidder. 

Bhubaneswar Smart City Limited (BSCL) has opted to lease its idle optical fibre infrastructure to licensed telecom and internet service providers. The organisation has issued a tender to rent out 480 kilometres of its city-wide fibre network, which is currently not in use. This initiative is intended to create a consistent revenue source for the smart city agency while also enabling the growth of telecom and broadband connectivity within the city.

The fibre network was initially developed under the Smart City Mission to strengthen urban connectivity requirements. Under the proposed leasing framework, BSCL will offer short-duration contracts with renewal options, ensuring recurring lease income while retaining ownership of the infrastructure.

The tender process is open to authorised telecom operators and internet service providers with established experience. Selection will be carried out through a competitive bidding mechanism, with priority access to the network granted to the highest bidder.
